Primer

A coat brushed or rolled onto a background before tiling, to control suction or help the adhesive grip.

Use the primer the adhesive maker names for that background. Makers of cement-based tile adhesive generally warn against using PVA as a primer under it.

Some backgrounds, like anhydrite screed, always need a primer before a cement-based adhesive goes on.
