In a comms room or a data centre, does two separate jobs. Protective earthing provides the fault path that lets a device disconnect. gives electronic equipment a low-impedance reference so signals stay clean and interference has somewhere to go. They often share metalwork, and they are never interchangeable — a functional earth is not a safety measure and must never be relied on as one.
Scale changes the approach. A single rack takes a protective conductor; a floor of racks takes a bonding network, and the common and mesh arrangements exist so that every enclosure sits at effectively the same potential across a wide range of frequencies. That is an electromagnetic requirement as much as an electrical one, which is also why power and data containment are kept apart.
The safety issue specific to this equipment is protective conductor current. Filters in switch-mode supplies leak current to earth by design, and a rack full of them can add up to a level where a broken protective conductor becomes dangerous. Above the stated thresholds a high-integrity protective conductor arrangement and a warning label are required — the point being that the earth here is carrying current in normal service, not only under fault.
